苗栗縣銅鑼中興工業區內韓商台灣圓益石英公司增建第二廠房，統包工程廠商惡意倒閉，造成下游欣暘營造等包商被惡意積欠5600萬工程款，包商19日到縣議會拉白布條指控該公司意圖強占鋼材等，希望縣政府出面協助，縣長徐耀昌允諾透過協商機制還給鄉親公道。



要求縣長主持公道大批營造包商昨在議會大門口前拉起「廠商欠錢不還，坑殺小包商」、「無良韓商，嚴查惡行」等字樣的白布條抗議，並在縣議員李文斌等人協助下，把陳情書交給縣長徐耀昌，希望縣長幫忙主持公道。

受害的欣暘營造代表雷仲?表示，公司去年5月起，向高騰工程公司承包韓商台灣圓益石英公司二廠增建工程，發現原建物、二樓鋼構部分未按圖施工，工程結構有問題，數次告知業主未被理會。欣暘營造在去年6月中旬拋棄營造承攬權後，高騰竟無預警倒閉，不僅該給的施工費要不到，還要求台灣圓益公司支付鋼材款，否則應拆回歸還。別讓小包商吃悶虧倒閉的統包廠商高騰公司，至少積欠下游多家廠商5000萬工程款，縣議員李文斌昨在議會總質詢時，為下游包商打抱不平，希望縣長出面討公道，不要讓苗栗人被韓國人欺負。縣府工商發展處長黃智群表示，台灣圓益公司遭檢舉一、二樓廠房疑似結構強度不足，已委由結構技師評估並完成補強施作，目前正辦理一、二層變更使用執照，對於三、四樓增建使用執照核發，工商處會從嚴審查。縣議員李文斌要求縣府成立專案小組徹查，並召開協調會，別讓小包商吃悶虧，韓商台灣圓益石英公司則低調回應，表示有向倒閉的統包商提告，但詳細內容不便透露，會與縣長和縣政府聯絡。(中國時報)
